Order Registration for import license into Iran is made prior to importation. In other words, before purchase and transport of goods into the country you are required to register an order to import the goods to the Free and Special Zones.
In absence of Order Registration, it is not possible to clear the goods.

Guide to Order Registration in the comprehensive trading system
Note 1: The importation of goods in the Free and Special Zones used to be done until April 11, 2016 without registering an order, and after this date, the commercial import of all goods into the Free Trade-Industrial and the Special Economic Zones and other entry points without order registration is prohibited. Notwithstanding, this procedure is easier and faster in the Free and Special Zones than in the mainland.
Note 2: If 24 hours passes since registering your application in NTSW.ir, and you do not see the reference of the file to the Zone, in your folder, call the contact center number of the Secretariat of the Supreme Council (...).
Note 3: If you have not done the registration order to import goods to the Free and Special Zones, before importation, you are responsible for any problems during the clearance of the goods.
Note 4: According to the decision of the Council of Ministers, 3200 goods (raw materials of industrial units) are exempted from order registration.
