Service Description

Enjoyment of economic exemption in the Free Zones is subject to the issuance of a license for economic activity by the Zone organization. Special Zone tax exemptions and discounts are also subject to holding this permit. In fact, holding this license distinguishes the economic actors of Free Trade-Industrial Zones and the Special Economic Zones from the economic actors of the mainland.

The economic activity licenses are issued under four categories: "industrial", "contracting", "guilds" and “others”.

Service Instructions

You must be registered to receive all the services of the Website.

  • To request this service, click the "Start" button at the top of the page. In case you do not have an account, you must register and if you have already registered, log in to your account.
  • If you are applying for an industrial economic activity license, in the sense that you have already obtained a license or other activity licenses (such as establishment license or exploitation permit) from the Zone organization, all you have to do, after confirming the rules, is to select the license code in the system. Now fill in the relevant form. Payment of a fee is set for issuance of the license for economic activity in each Zone. After visiting the Zone organization, in person, and paying the fee, an economic license will be issued and you will receive an integrated economic license number (Shima). You need to refer to the Zone to get a printed and signed copy of the economic activity license which is numbered at your Zone secretariat.
  • If you are applying for a contractor economic activity license, in the sense that your economic unit is not located in the Zone and your equipment exists, as a contractor, in the Zone, after confirming the rules and selecting the Zone, you should upload your activity contract in the Zone and fill in the relevant form. Then it is time in-person payment of the fees for issuance of economic activity licenses in the Zone organization. After the relevant business expert’s visit to the place of activity, and upon his/her approval, your economic activity license shall be issued and you will receive the  uniqueID of the economic license (Shima). You need to go to the Zone to get a signed hard copy of the economic activity license which is numbered by your Zone secretariat.
  • If you are applying for a guild’s economic activity license, meaning that you have a shop or store in the Zone, after selecting the Zone, approving the laws and filling in the information related to that economic unit, you should pay the economic activity licensing fees to the Zone organization. After the relevant business expert visits the venue of the activity, your economic activity license shall be issued and you will receive the  unique economic license ID (Shima). You should refer to the Zone to get a printed and signed copy of the economic activity license which is numbered at your Zone secretariat.
  • If you are an applicant for economic activity outside the above-mentioned cases, after selecting the Zone, after confirming the rules and filling in the form information, you should pay the fees for issuance of the economic activity license, in person, to the Zone organization. Following the relevant business expert’s visit to the venue of activity, your economic activity license shall be issued and you will receive the  unique economic license ID (Shima). You need to go to the Zone to get a signed hard copy of the economic activity license, numbered at your Zone secretariat.
  • In all cases, the electronic version of the economic activity license, after issuance, could be seen in your folder.

More details

Note 1: Activity in each Zone requires the issuance of a license for economic activity specific to that Zone. (For instance, an economic actor needs two economic activity licenses to operate in Kish and Qeshm Zones)


Note 2: The activity of any number of economic units by an economic actor in a Zone, requires a license for economic activity in each economic unit. (For instance, an economic actor needs three economic activity licenses to have three economic units in Anzali Free Zone)


Note 3: Economic actors applying for a contractor economic activity license should also enter the employer’s license information for economic activity.
